This application requires that you have been granted the SELECT ANY DICTIONARY priviledge, when I try to connect to an Oracle 10.1.0.4.0 database through
OEM getting this error.

1. Set Remote Login Passwordfile=exclusive
2. Create Password File
3. Change sys and system password
